Well Hulk and Banner not being so angry would put him back down to normal levels...I just don't get the sudden Savage Hulk persona when it was said in WWH that they were one and the same but now he's no longer smart. Unless its a trick on Hulk's part to make himself act like Savage Hulk at first to see how strong Red really was since there is probably another issue of them fighting even if Thor is involved.

There are two explanations I have. Yes. The Hulk's power increase in World War Hulk was multi-fold. First, the warp core explosion allowed the Hulk to absorb more radiation, second his higher intellect allowed him to better focus his rage, and third he was just angrier than he had been in the past.
