I'm betting on Ross. It is at least some one who has clearance to the base Banner is at. The retinal scan at the gate registered Red Hulk as an authorized person to enter the base. Also Red seems to really like guns.

No it's just a thought I mean if he talked to Iron Man and all he heard was a growl but She-Hulk could understand him? That is why I thought that.

No they dont but sometimes creatures that are similar are able to understand each other. Anyway I am just entertaining it as a possibility and not a fact. Stuff gets retconned all the time anyway, so maybe Jeph has decided that Gamma people get their own sort of communication.
