As far as I know, it's simply a fine if you have more than one kid.

if they have another they would probably put it up for adoption or sell the thing on ebay.

my grandma, RIP, had four sons, all a year apart. they were all 6'0 plus, all big guys, like 200 pounds plus. she was the toughest lady i ever met.
