I don't know about adamantium. But it is within his power to potentially perform transmutation abilities.
Apocalypse's "children" were able to shape-shift, for example, their hands into weapons, and they only have some of his “blood” (a fraction of his power), there's none or whatsoever technology in their bodies. This would indicate that they are in fact able to transmutate their bodies. And if they are now capable of it, so should Apocalypse
