Well, anyone wanna battle?
Form where I come from, its like this:

Someone makes the rules and requirments for the sig and then someone else accepts....
Once the entries are in, the topic is posted as a poll and the sig with the most votes wins...
Is that what its like here?

Sorry, but no, being new gets you no breaks at all. There's no excuse for not reading the rules in a forum first.

NSR, read the Rules Thread first. That explains how duels are run on here. Then, if you want one, ask in the Duels Discussion thread for an opponent and a judge.
