pay up arrears with immediate effect,
open the reserves books to external auditors [OPEC, UN, United Arab Emirates, EU, OAU Media Companies [Rupert Murdoch's financial times etc]
pay the market rates for crude

this should generate a phenomenol amount of Good-Will.
as well as hard currency to step up reconstruction exponentially.
