Eh, she flucates. She's definitely up there but how much of her ability is based purely on skill and what's attributed to her ability to read moves is open to debate. She did get beat badly by both Shiva and Bruce when she lost her ability to read moves. Other times with her senses she's taking out people who normally give Bat's trouble with ease and other times Robin is giving her trouble (though the writer admitted to know nothing of Cass). Personally I think she's on Batman's level with her ability.
