One on one, he can't lost to Hulk- But Hulk is the master of destruction. He would have to poretect the CITY from Hulk. It would be an epic battle.
I'd like it if Jug took care of his Mexican town and did them all real good, he'd beat up all the common human thugs and any hero who comes in to try to catch a villain in his town. Jug could say "My people, my town, my problems. Go back to the Avengers mansion and I'll handle this....or I'll handle you." Then, he'd beat the villain up and or the hero if they pushed too much.
Also, give him some new villains, maybe a few alien ones, a lot of bricks and maybe two or three magical beings who normally beat his ass but he's able to win by never giving up. Also, have people like Hulk pop in or absorbing man/wrecking crew show up having now idea they've landed in Jug's land.

Im not seeing anyone that can actually beat him that you all named. Exanples: darkseid is a superman enemy, he has the potential to kill superman, doomsday is a superman enemy, he has the potential to kill superman. Absorbing man is a hulk enemy, he has the potential to kill hulk. Sabertooth is a wolverine enemy, he has the potential to kill wolverine. Everyone that you all named, juggernaut could either curb stomp them, or stalemate them, they could never take over the city because he would still be standing, unharmed. I know that you all can do better.
How can Superman not beat Juggernaut? Juggs can't take a speed blitz like that...and Supes'...if he wanted could easily BFR him....for example...put him in orbit...throw him into the sun, etc...I know no one can really hurt Juggernaut....but, he can be removed..lol...and I don't see Juggs coming back anytime soon from inside the sun.

Their first fight it said that Thor's strength returned to him and he still couldn't harm Juggernaut. He couldn't even beat him alone. Their second fight Juggernaut also beat the shit out of Thor, again Thor couldn't beat him so he BFR'd him.

For Juggernaut, a BFR doesn't count as a win. Thor had to result to BFRing Juggs because he couldn't beat him. Not to mention Cains healing factor, and the fact that he can still fight even though all his organs have been removed, leaves Thor with just teleporting Cain somewhere to call it a "win".
Juggernaut's invulnerability is not derived from his shield. The writers didn't research him enough, they even called him a mutant.

In Thor's case it shouldn't. If you noticed at the end of the battle Juggernaut said he would get back and he did. Under his own power he is able to return.
Thor negated Juggernauts shield not his durability. Even then Thor wasn't able to put a scratch on him.

Only if you count BFR as a solid Win, then yes Thor won. But I have seen people type that BFR isn't liable in a fight with Classic Juggs sense he has a means to return to the battle field under his own power. But in this case I guess I will give you a win via BFR.

I just flipped through that issue and Thor gets really messed up and pissed after Juggs hits him only like 2 times. Juggernaut also gives Thor a good beating. In the end Juggernaut's only injury is to his helmet. No scratches or bruises on his person. While Thor is torn up.

Thor was drawn to have taken physical injuries/damage. Juggernaut was not. His condition was far better than Thor's. Thor could have very well have been KO'd by Juggernaut by that punch. This is a comic book, they implied it, it most likely could happen, they wouldn't leave it out there like that. Dazed /= next punch knock out.
Usually artist don't take the time to draw injuries like Thor had in a small panel. Especially when the area injured is a small portion of the panel.
Like Hulk fearing all those times of drowning, when (later) he is shown to be able to adapt, Juggernaut isn't physically getting KO'd. He has feats to prove otherwise. Also if Thor negated all of the magic, Juggernaut would have reverted to his human form. He only negated his field, even then it is PIS.
