I don't think you understand the character of DS. But we'll help you....see, Darkseid doesn't seek to rule a universe. He seeks to rule all of existance. He can't be destroy nor duplicated. The ALE is what it is...anti-life....that means all life...everywhere and anywhere at anytime in all existance.
