It's not really a point, it's just a way to categorise the level of telepathy in the competition.
The gauge in telepathy is actually Emma Frost/AquaMan level and apparently Jean Grey(No Phoenix Force) falls into that level.
One of the telepaths that performed a city wide feat. has some really bad showings in TP combat and I'd actually place them below Emma Frost. level.
Anything City Level would be around that Mid-tier bracket.
It's just less confusing then Emma Level. Because some could argue that Jean Grey(No FP) > Then Emma and AquaMan(Individually of course) in TP. And therefore shouldn't be allowed.

I know what you mean but it's technical stuff. When you say Emma Frost I know what you mean, you mean mid tier telepath. However what if I wanted to draft an (Emma Frost + 0.05). It could then be argued that (Emma Frost + 0.05) is over the cap limit and therefore shouldn't be allowed. This may as well apply to all the limits set in place not just telepathy.
I know it's slightly more confusing but it just seems "safer" for everyone. Or I could just be paranoid.
