I'd give it to Psylocke. TP> plant control. question though. CAN Poison Ivy be affected by TP at this point? She is a plant elemental after all.

Poison Ivy doesn't have a mind to speak of. She's made of dandelions and roses. She doesn't have a real human body anymore.

However the TK is something that she simply can't handle. If this was Classic Psylocke I would give the win to Poison Ivy since TP is useless against a woman-sized plant. However with TK she can "kill" Poison Ivy repeatedly until she gives up. And a TK forcefield can protect her from invisible spores that would create Alien-style plant parasites in her heart and lungs.
