Jeffries had been brainwashed by the zodiac before the weapon kidnapped and rewashed him, so he's pretty messed up it seems. I kinda liked the Weapon X series, we got to see Maverick some more. I enjoyed that.

How so? Jeffries was destined to be part of the Zodiac as they had that psychic member who gave the Zodiac all their plans.

If you think their a bad team look at the X-Men, how many times has a member been brain washed, killed each other, destroyed a planet, etc. etc.
