Because if phasing doesn't work then Hulk would present a solid obstacle.

Oh, he's done it before. I'll post the scan if Juggs doesn't first. He can basically draw in many, many tons of mass to make himself bigger. (Go, Go, Jade Warrior!) (I think that's the line, anyway... oh, and it's talking about Martian, not the Jade Giant)

It's an additional shapeshifting bonus, that allows him to take outside mass and shift it to a part of himself.
