If Hulk can rip the Gem of Cyttorak from Juggy's helmet, then yes, he can stop him, IMHO.

Otherwise, it stalemates...

Nor does he even have it on his person - he chunked it deep into outer space.

uhh hulk is to strong, he would just throw juggernaut into outerspace and its over
