He doesn't.Vibrating intangible doesn't require fast RUNNING. Neither does vibrating all of Hulk's molecules apart.
Also, Zoom doesn't have super speed. He's a few seconds out of the time stream, so it APPEARS that he has super speed.
A) I know how Zoom's powers work and he still basicly counts as a speedster
B) I was responding to "Flash doesn't need superspeed to beat the Hulk"
