Okay, what happened in the episode was Frasier found out a co-worker had done something he felt was wrong, but the co-worker didn't care and was having a great time. So Frasier set out to invoke a sense of guilt from this co-worker, but nothing happened, he tried and tried and became more and more miserable as time went on due to his frustration that the co-worker wouldn't give him the emontion he was looking for.
The lessson from this is that not everyone shares your sense of morality or justice and won't abide by it and focusing on it will in the end make you frustrated and far more miserable then the other person.
