They're the good guys, they have their imperial guardians and I wouldn't be surprised if they asked for help from the X-men.

The Skrull's suck ass, the Shiar empire is waaay too big for the Kree's to beat it. They give them a good fight despite being outnumbered though, Ronan leading the way like the badass he is.

I don't think they would use it so recklessly.

the shiar have too many alliances. not to mention there's also gladiator to worry about.

The Skrulls already have been defeated by the Annihilation wave.
