I vote Flash to High end Herald and bart to trans. He's dead and deserves some respect. he was much more powerful than Zoom and Wally. Flash doesn't really operate on CIS, he Operates on humanity and compassion. he could very well turn everyone into living statues. But it's really not in DC characters or even marvel characters personalities to go around dishing out cruel and unusual punishment. That is why Characters have " low" showings. They handle villians of different lvls accordingly. Wally even talks about the reason he uses an IMP on the white martian. Specifically becuz they are as "tuff, strong, and fast, as Superman." We never see martian Manhunter melt someone's face like he did before BA. becuz BA was killing millions. He was ruthless. And we all know the kind of power BA had. If you dont', check out what Black mary is doing with only a portion of the power. Thor Swung his hammer so hard that it cracked the celestials armor, he only slightly hurt hulks fist with it. had thor been fighting what he considered a celestial lvl threat, Hulk's hand would not exist. At least till he regrew one back.
on the other hand, Villians, jobber to heroes ALL of the time. How the hell does Thanos stand up to Odin and Tyrant and get knocked over by The Runner? And Im not one for using status as a measuring point for high end herald. Cuz I fail to see where some of those guys have status. Some of the heralds are flat out far more powerful than the others and on the list with High end heralds becuz? Cyborg Superman and Infinity man both have shown to be Superior to Superman.
