More Logical Answer: Living Tribunal has the ablity to bestow upon itself more power faster. Hulk has to get angry and grow to the level where he could smash a solar system in one shot, Living Tribunal can just instantly amp itself to that level.
6.) Hawksmoor has under no circumstance ever been able to wear a city as armor under his own power, and the time he has, comes from a mini with more plot holes then your mothers drawers. He can merge into a city, but not turn into the giant mech you're implying.
7.) Coruscant doesn't make a difference.
And remind me what he said and did in the Doctor fight that implies him as more powerful outside of getting one shotted. Blow up gas pipes? Drop buildings on him? 😂

1.) When he's merged with the city he's one with the city he's merged with. Smashing buildings and such causes him pain. He doesn't die in the Authority city leveling fights because he only merges with cities to find out what the hell happened behind the scenes and to make fast escapes.
If he's going to be hitting Hulk with a continent sized fist I'd assume he'd be merged with the planet (how else could he smash Hulk without smashing himself) which would result in self pwnage.
