Who is the tame racing driver known as the Stig (from Top Gear)?

Actually there was an interview not too long ago that had some woman from another country interviewing the people of Top Gear and they showed the Stig...

Yeah I saw that, but he only talked to them, he didn't actually take his helmet off or anything. Some say his eyes have high-beams.
