I doubt that Dooku pwns Koon, but he wins comfortably. Koon is pretty strong, he'd last a little while, AOTC Anakin lasted nearly a minute and Koon is above him, so.

That was particularly dumb. Dooku dropped Sora Bulq with a single burst of lightning and then Asajj Ventress by lifting a finger. He uberowns Koon.

Dooku laughs at Koon then pwns him with martini in hand without activating his lightsaber for the entire fight.

Koon would be a bother to the Count in a saber fight, seeing as how Plo was a council member, and Maul refered to him as one of the great duelists of the Jedi order.
However, Dooku would win this comfortably with force attacks, and he would still have it in the bag without them. Koon could probably beat Dooku in a fistfight (I'm not sure, though, after seeing Dooku casually kick Anakin a few feet), and a dogfight.
