No he didn't get a chance to drain it all.

The bad writing was that he "couldn't evolve fast enough" to react when Hulk hit him.

Although I think there was a sly reference to the fight between Validus and NemesisKid in there at the end.

You don't know the half of it. Some things are out of context in the Renegades bio but what I've taken away from it is that the person who blew up Hulks ship is none another then
