Stating he is an elemental is non-answer. Hydroman is an elemenal and Stardust is elemental-esque, and she managed to easily take control of them.
Do you have any showings of his superior control?
Storm can use winds that resemble TK-like control.
All this in conjuction with her many many ofther powers and she takes the majority.

we're not talking hydroman, or even iceman level elementalness here... he's as close to an actual wind god as there is in DC...

Ok it's arguable that RT's winds are more powerful than Storm's, but she has far more than that in her arsenal .
