That would be less than half. Bush won 51% of the popular vote (By about 3 million)- not too decisively, if in my opinion, when you factor in the electoral College.
All together, 62,040,610 out of the roughly 293,000,000 Americans at the time voted for Bush: about a fifth.

In 2000, Bush lost the popular by .5 million votes and won the electoral vote by 5. That's not decisive at all.
And in 2004, Bush had 50.7% of the popular vote to John Kerry's 48.3%. More decisive, but still hardly a landslide.
You could make a case for 2004, but we voted him in decisively, twice? You're off your rocker 😬
