Its a classic way to take out a site for a little time.
Some high school kid was got into HUGE legal trouble for doing something similar to his school server, he organized a huge group of friends together and they all kept refreshing the school server by hitting the F5 refresh key MANY times over and over again.
Its similar to the legendary Ping of Death!
