No necessarily. Time travel and teleportation are two different abilities. Theoretically, Legion should be able to teleport, but it's just speculation until we see him do it.

Think about it Legion face’s two problems.
1) impractical, we seen how there is a certain leg to build up those cronal energies and manipulate them. This a huge disadvantage, since Shaman is seen teleporting universe to universe with a thought.
2) What’s the point? The match no longer takes place in the native universe. He could forward and rewind all he wants. But the manipulation, would only take place in the alien universe.
