With no PIS, OE for the win every single time. The OE would find its way to Storm no matter what. It can travel in a straigth line or curve and twist at Darkseid's will, can pass through matter, energy, time and dimensions until it hits its targer. How can Storm possibly escape the OE? Storm gets teleported into the sun or just erased from the universe.

Darseid FTW 10/10.
