With ridiculously over-powered characters, EVERYTHING can be considered PIS.

That's why I said "in theory".
Characters who move at FTL are never supposed to get hit. WHENEVER they do, it's PIS(Unless they get tagged by someone who is Faster than FTL), Then inturn, what do you do with THAT character?? You don't get hit, then what't the point of even being a character. If everytime you get into it with someone, you're not supposed to even be registering in their mind because you're too fast, what's the delima?? What is the character overcoming?
It makes things better, yet it may not make sense to you given their abilities.
Being unable to take a character's abilities into account when writing makes you a poor writer. Plenty of GOOD stories can be written about the nigh-omnipotent. Look at Lucifer. Look at the Spectre.
DC handles the near-omnipotents MUCH better than Marvel ever could. And the Surfer isn't even omnipotent - he just might as well be when compared with the fantastic four.
