He's not dead.His body is perfectly healthy, his soul just hasn't found it's way back to his body (because it's stuck in purgotary) and he is therefore left a vegetable.

He dies, his body comes back but unless he beats the Angel of Death he stays gone (his soul) but the body returns.
Strange is trying to get his soul back thats all.
He only beat him so many times because it depends on how much he wants to come back.

Captain America's body was dead, regardless of his spirit.
Logan's body is just chilling, empty.
Furthermore, he didn't save Captain America for the same reason Reed Richards doesn't cure cancer, or find a solution for AIDS.
Not cause he's a douche, but because it would devalue the things themselves.
It'd be a cop out in the case of Captain America's death, it would devalue the story. Just like Reed Richards putting out a cure for AIDS would be an insult to the people in real life that live with the syndrome, not to mention the fact that it'd distance the readers from the world. I mean, if every disease is cured, world hunger is cured, and Doc Strange disarms every single country in the world....
Well...it wouldn't be much like Earth, would it?

Hence, Captain America's soul went to the exact same place. Doctor Strange could have easily restored Cap's body with a wave of his hand, and then dived into purgatory to help Cap out. There is nothing special about Logan in that respect.
