Because he's Jedah, one of the rules Jafar has to go by is that he can't kill someone(as in just make them die, he can shoot fireballs and shit to kill them) and that would be his only chance of winning. Unless the sun is hot enough to kill him Jafar could teleport him there but I'm guessing he would survive.

I'm aware that Jafar couldn't kill him, but that doesn't stop him from winning against him.

Just because you can't kill someone does not really mean anything. Anyone who's immortal cannot be put to death entirely, though an immortal being can still lose.

Jafar can shrink Jedah, become several times more powerful than him, can take away his powers, seal him for eternity, etc.

Jedah may not die, though how would he not lose or win for that matter?
