No, Makkari surpassed him I think by using a technique that sacrificed everything he had for speed, Runner said he knew the technique but never used it because it would force him to be constantly accelerating into infinite speed forever.

Also Runner lost a race to a guy who was disoriented and only remembered his name as "Buried Alien" (this was a tribute to Barry Allen from DC, the Flash who died in Crisis on Infinite Earths)

And Buried Alien, does he still exist in the Marvel Universe, and is he even copyrightet by Marvel? Do you have a picture of Buried Alien or something?

Makkari eventually was helped to find a way to return to normal. He can't reach that kind of speed again.

No, at normal levels he's only around lightspeed at max
