Interesting, when everything Abraxas did, was withOUT the UN.
(under his own power with NO tech whatsoever)

Including murdering every alternate Galactus he encountered
across so many UniverseS,
heck, Abraxas didn't even need to enter a Universe with a Galactus in it,
and automatically Abraxas was able to collapse said Universe on Galactus' head.
