As for this fight I'd go with 616 Hulk a good 7/10
He regenerated a broken neck in minutes, overpowering Holocaust in a quite a feat, since he's around class 100. He also shrugged off punches from the Hulk and so on. I don't think he'd be able to kill Galactus, but its' feasible that he beat Silver Surfer. The man regenerated from scraps.
