Why does Sandman beat him? If he gets prep he could just create some kind of chemical that would freeze sandman as soon as it hit him or dissolve him or something.

As Deadpool once said: "Bulleye NEVER misses." Bane can stalemate Batman. And Crossbone stalemated Cap several times. Cap is much stronger and faster than Batman. Bats will definitely stop at 5.

In my opinion, Scorpion, Sandman, Electro, Lizard and Venom aren't street level.

Of the street levelers listed, I'd say he takes it. Not easily. But he takes it none the less.
