Wolverine: Origin of an X-Men #1 [One-shot]:
After his service overseas, Jeffries was suffering from post traumatic stress disorder (had to fight his bro) and his powers began acting on their own-forming a model of his consciousness that covered the entire town of Harbordale. The technowave covered everything so fast, since people weren’t even able to react judging from the images of the citizens.
