Very true, that doesn't automatically make everything mods do good for the forum however. The creator of a website or forum decided to ask certain people to do him a favor, and many times you see people that become mods take it to far, or not far enough. Even starting to dictate their own policy away from what the creator of the forum intended. Nothing you can do about it though.
Well, it depends what you mean by necessary. if you mean 'necessary to make a good forum', that's not really possible to answer because there are as many answers as to what makes a good forum as there are stars in the sky.
The only relevant question is "are they necessary to have the forums the way the admin wants." And in this case... the answer is yes.

Exactly, knowing that....of course Mods aren't necessary. If the owner of the place wouldn't want supervision there wouldn't be any, I suppose.
