He was the leader of C.O.B.R.A. from GI Joe. He has the DNA of all the great military leader from earths history. He is pretty much on par with Cap physically.

eh, I'd give this to cap more often than not.

the SSS guarantees he's going to be stronger and faster than anyone who isn't superhuman, and he has essentially limitless stamina on top of it.

Serpentor's DNA was assembled from some of the most capable humans alive, but that still puts him several notches below rogers.

Furthermore Cap beat the **** out of an android who had memorised all the fighting styles ever to exist. Not example the same thing but similar.
