I mean, when you have Silver Surfer kicking the crap out of the Thing, the Torch and Storm, yet nearly gets taken down by Black Panther. That's PIS
Batman kicking the Spectre? That's PIS
But, Cap and Spidey taking down Hulk? It's debatable that could happen. First off, we don't know what happened before Cap showed up. Maybe Reed or Tony weakened him with some sciencey thing, who knows? So could it be PIS? Yes, but we don't know for sure

it's not the RESULT that screams PIS, but rather the METHOD. if someone asked me could cap and spidey work together to take down the hulk in a plausible way, i'd say yes, it was possible. but the circumstances for their win would be vastly different from what was depicted. they would need to be clever, use their wits, and out-think the hulk. the environment would also be critical.
if you told me that savage hulk, cap and spidey were all locked in an adamantium ring THEN asked me if i thought cap and spidey could win, the answer would be an unequivocal no. and yet the way they beat him (PHYSICALLY) would extend to the ring-match i just mentioned.
bottom-line for me: there is simply no possible way those 2 should be able to physically defeat/KO the fuggin hulk.
