I'm fairly sure that SS has resitance to TP.

He can phase too (or something like that)

maybe this one is a stalemate

Surfer can phase and has actually displayed some telepathic powers of his own (beyond never being affected by tp of others). J'onn doubtless has better tp, but beyond that there's nothing he can do that Surfer can't do much better.
