Pretty much , though some have theorized that because of the assumption that More Rings = More Power your willpower subconsciously increases thus giving the desired affect.

Or maybe he's stolen some people's minds and is using them to power the other rings. That or he's learned more about the tech than Quardian's or Oan's have and knows another way to use it.

I think a large enough amount of willpower will get more out of multiple rings. Remember Parallax (Hal Jordan) ? He boosted his power by draining other GLs. So, that would tend to favor the More rings = higher power theory.
He didn't increase his power. The more rings he wore, the stronger the influence Parallax had over him which is why he decided to absorb the central battery.
The old power rings had "infinite" power for 24 hours so that worked back then but the new rings have a limited charge so now, more rings should equal more power.

I hate how Hal has to hold back his power a lot of the time in fear of running out of power
