Because Kubik is a Sentient Cube being.

Mephisto was talking about the actual Containment Units,
before they develop into a Kubik or Kosmos.

Either the CCU has some form of Sentience separated from the Cube Beings
or, it's a premeditated precaution on the BeyonderS' part, not too sure.

If such is the case, then I think it's a little far fetched to assume that the Cosmic Cubes are above the IG since what they can do when they don't have restrictions has never been seen. Until they do, both the "restricted" Cosmic Cubes and the cube beings are far below the IG.

No the cosmic cubes have the power, they just don't use it, cube beings are born from the cubes and are limited by them, as the cube limit themsevles, their true potential is omniversal though (if you removed the limits)

Full potential Cosmic Containment Units have been seen twice, on panel.

During the Chaos Engine Trilogy:

One CCU, created Three UniverseS from scratch,
then merged all of them with the 616 Universe.

This same Single CCU,
nearly destroyed the Omniverse according to Roma.

During the Iron-Man X-O crossover,

One CCU erased then re-created the Omniverse on it's own (Zemo never had control)

That same CCU, remade the Omniverse several times,
before putting everything back in place.

Gotcha. Makes me wonder why the Magus, being as brilliant as he was, never bothered to try finding a way to remove the limitations set on the cubes instead of depending on the IG.
