Osborn bossing this group is laughable considering the majority of them could stick their boot in his ass at any time. Even the shadow figure in the door does little to convice me of this being anything more than bendis cockstroking a spiderman villian.

Just consider that Norman is egomaniac enough to boss anyone; plus, he reminded everyone that he has the power of the U.S. government behind him, and jurisdiction over virtually all superhero groups right now. But also that one hand washes the other...

Alex Maleev has drawn him before, and he didn't look like that. His face looks like a cross between Maleev & Bendis.
Perhaps Maleev was rushed with this art, and filler work/touch ups were done at the last minute by someone else...?
