Ok doing some research on the net, The OE works on everyone unless they are fundemental to the universe, or protected by the source. So it was probably an inference. If the OE didn't work, it's becuz they don't work on anyone protected by the source. I will try to find a specific issue next. asking around the net now to people who posted the info.
