The Hulk wasn't cut off from his powers, and thrown into a field of combat he is unsuitable for.The Surfer, on the other hand, was totally denied the Power Cosmic. The Hulk wasn't 'cut off from anger.' He just had a lower base level.

Fair enough, but I never disagreed that they were both weakened, I wasn't arguing with you, just adding to what you'd already posted, so the entire scenario could be known, rather than half of it.

His feet are clearly on the ground, and he is in a running position.

That's because he can't run on water, my friend. Gravity took over. In the panel immediately before that, Juggernaut is in a running pose.
The scan shows Juggernaut moving very quickly. My opinion is he was moving too fast to keep his feet under him and simply fell forward.
