You must never go on what Thor says on panel as proof. For he contradicted himself in a later comic saying that he can swing his hammer twice the speed of light and throw it at the speed of light (and not multiples).

Second, it is speculative whether he can throw it at the speed of light anyway. There's no proof (except his talking).
Other than that, assuming at his maximum throwing speed, he stills needs time to whirl the hammer in a circle to build up enough speed.
For almost every Thor comic shows this. Even when he's striking (as in cracking the celestial dome). Or even when he's about to fly.

Fact: He has never been shown to throw his hammer at light speed or beyond without whirling it in a circle first (albeit after a few seconds at least). And that is assuming his talk is credible.
