IMO Hayabusa will nail Akuma with the weapons, but needless to say it won't be easy.

If Hayabusa is given the Plasma Saber this is a no contest.

Ryu has the True Dragon Sword, and his ninpo, while Akuma can activate Shin Akuma, and he can use all of his moves. Does that clear anything up?
