Somewhat.

The fight with Lumiya ended rather badly for Luke (even though he still defeated Lumiya) primarily due to circumstances. Lumiya wouldn't fight him "fairly", she instead used the Force to manipulate the minds of several dozen bystanders and civilians into attacking Luke as she did. So Luke had to show impressive restraint to render the bystanders unconscious rather than killing them outright, all the while being attacked by Lumiya. He eventually gained the upper hand until Dark Jedi Alema Rar attacked his wife, Mara Jade. A distracted Luke was then disarmed and badly injured by Lumiya; however, he used the Force to summon a blaster into his hand and shot her six times (if I recall).

As said above, that was mostly due to circumstance. So yeah, Luke had trouble with them, but it wasn't so much because he lacked the skills or because they had them, but because in most instances the odds were stacked against him before the fights even started. However, at other points it's shown that he could pretty much crush them without a whole lot of effort, if he really needed to.
