Well the place is pretty long and with many different levels, so he'll be able to sniper. However, his jungle advantages are gone.
But for the heck of it, let's place another battle in the jungle. I just put Arsenal Gear because that is neutral ground with no impact on either, but it seems like FOX wins that one anyway.

Be sure that there might be some spoilers.
Gene. Was a "creation" of the "successor project", and was based on The Boss as a soldier, but enhanced kinda.
He has super speed, and an incredible one, easily one of the fastest people in the MGS series. For example, when a lunatic stole MG RAXA, and fired the two vulcan canons at Gene, it didn't look like he even moved, he just stood there and all the shots missed.
He was also able to kill someone although his mind was read thanks to his incredible speed. As he said himself, "you may be able to read my mind, but you cannot keep up with my body", and then swiftly kills his opponent in one move. (I'm not stating who for spoiling reason, if you wanna know check the video.)
He is also a very skilled knife tosser, he can toss up to 10 knifes at once very fast.
I think there's some relation between Gene and Vamp, they are similair in so many ways, like knifes, super speed, etc. Oh well...
Python. Called the anti-Snake, Snake's old buddy btw. He was trained to take him down after they went seperate ways. He was near death at one time, and his body almost stopped working completley, but they sustained him, so his body temperature is super hot, thus he keeps on a suit at all time. It has some liquid in it, which makes it super cold. When the same lunatic who shot at Gene in MG fires from an assault rifle at Python, the bullets just freeze and drop down without injuring him at all. He's a good shot to.
Urzula. Like psycho Mantis, she is one of the most powerful psychics in the world. For example able to fly, read minds, push and lift things with a thought.
Null. Called "the perfect soldier", he is a super trained young boy. He can move awefully fast (though not as fast as Gene as one cut scene in the game shows, Gene beats his ass up), he's able to kill a whole bunch of soldiers standing around him firing, because he's so fast they can't aim at him.
He wields a very strong knife, with which he can parry bullets easily, and uses some sort of SMG with extreme precision. (If you gain him as a soldier, he has an "S" rank with such weapons, which is the highest possible in the game).
Cunningham. He's FOX's interrogation and torture expert (wonder who'd win in a torture duel between him and Ocelot 😛).
He might not be that big a deal normally, which is why I gave him his flying machine. (Or more like a chair. It kinda looks like an upgraded version of the flying machines in Snake Eater that the enemy has, only MUCH better.)
It is equipped with a rocket launcher, a laser and a minigun, as well as having a Davy Crocket (The Soviet's version of it) missile in case he'd lose. He's very hard to hit up there, and is durable and got tough armour.
From what you said Cunningham is the weakest link, and if it's only a chair he's be easy pickings for The End, the others sound powerful tho, and I can't really make a decision since I never played the game. A friend of mine told me it was good, so I'll get it eventually.
EDIT: And Volgin is the king of torture fool!
Well it's not just a chair, it's a flying chair (lol). He's behind some metal things, so he's barley in range of shooting. You'd have to aim very carefully, or shoot him at the side, and even then he'd probably not go down fast. He also has very heavy weaponry. Also forgot he can toss grenades and mines out of there.
Volgin's just a psycho who can hit hard. Ocelot exploits weakness. 😛

Like, he's to mentally unstable I think. If he was to be assigned to torture someone to get info, he would end up killing him because it was fun and pleasured him.

Off topic, I think it's very strong that Snake didn't break once during the torture, even when he was about to lose his eyes.
