I think using Amalgams would be sweet.

For example creating an amalgam character composed of 3 other characters that cannot surpass Gouki level or whatever set limit we come up with.

it would be difficult to create a tournament, how are ya planning to do that

and you want to use Gouki's lvl as limit for the tournament ? i think you can't do that

reason is that if a few characters remain that are stronger then the rest like Gouki, then it it unfair and the weaker ones will lose, only Godtier Characters remain, 🙁
