It is a general marker of how well your weight is distributed over your body. It is useful and applicable for the majority of people. The exceptions are people who have particularly stalky bone structures and people who have a large amount of muscle mass.
It is a much better test for just an average person. For you, the BMI would probably be a very good indicator of where you should be. I find that the BMI works better with women. The exception is women with really really large boobs. I've seen skinny chicks with really large natural boobs. They are rare...but they are out there....still doesn't change where they are on the BMI by more than 1 or 2 points, though.
If you REALLY want to measure your health, there are fitness tests and a body fat test that a certified personal trainer can give you, blood work ups from a doctor to tell you all sorts of things about your blood, and overall feeling of health. (Such as..."man, I feel sluggish all the time" etc.)
